Request for Qualifications

The City of Dunkirk and the Jay County Development Corporation are seeking qualified Master Developer Teams to lead the creation of a 50‑unit, intergenerational, walkable neighborhood community. The project site is located within walking distance of downtown Dunkirk—an industrious small town on the rise.

Downtown Dunkirk has experienced significant reinvestment, including the redevelopment of the iconic Todd Building and Stewart Bros Building along the Main Street corridor, bringing high‑end apartments back into the city. With the recent additions of Crown City Lanes, Firehouse BBQ & Blues, and Sculpt Fitness, Dunkirk is proving itself as a community where people want to be.

Supported by strong local employers—including the iconic Ardagh Glass Factory and other major Jay County industries—the community is demonstrating clear, market‑ready demand for its next modern housing district.
